Pandas Trapped in Bureaucratic Flap on Way to Australia

BEIJING — Two giant pandas on their way to push carts and turn somersaults in Australia’s bicentennial celebrations have bumped into bureaucracy.
The pandas’ handlers, namely China’s Forestry Department, want the rare and sensitive animals to fly in a crate among the passengers but China’s state airline wants them to go in the hold.
