The California Youth Authority is considering the Bakersfield area for a detention facility that would house 600 to 1,800 wards, CYA Director C.A. Terhune said in Sacramento. Terhune said the facility would cost taxpayers up to $100 million to build, $42 million a year for staff salaries, and $7.2 million for food and supplies. The CYA is looking for a site in a rural area five to 10 miles from Bakersfield for the facility, which would consist of one or more 600-bed units. Staff would include 450 correctional officers and about 400 administrators and professionals, including teachers, psychologists, social workers, physicians and counselors.
