The joint photo-finishing venture between Eastman Kodak Co. and Fuqua Industries Inc. has received regulatory approval and may proceed as planned, a Kodak spokesman said. The merger, which will create the largest wholesale photo finisher in the industry, is expected to be completed early next year. Under the terms of the agreement reached Dec. 7, Fuqua would combine its Colorcraft subsidiary, which has 42 photo-finishing labs, with Kodak’s 53 photo-finishing labs, to form a new company that would have labs in every state except Rhode Island.
