Citing reports that a discarded cigarette sparked the Nov. 10 fire that killed 30 people at London’s King’s Cross subway station, the management of the city’s underground rail system banned smoking throughout the network. The new measure extends a January, 1985, ban on smoking in the trains or on subterranean platforms to ticket halls and above-ground platforms.
