Missile Treaty Near Completion

GENEVA — Chief U.S. and Soviet arms delegates said today that a treaty on intermediate nuclear missiles is almost complete and that they are confident an accord will be ready for signing at the Washington superpowers summit in three weeks.
Top American negotiator Max Kampelman and his Soviet counterpart, Yuli Vorontsov, made their optimistic statements in ending urgent talks on final snags involving sensitive verification measures. “We’re on the verge; we’ll have an agreement,” Kampelman said. “I expect that the treaty will be signed by President Reagan and General Secretary (Mikhail S.) Gorbachev when the summit takes place in early December.”
