Roger Clarke has been named to the new position of vice chairman of TSA, the Los Angeles-based trust and investment management subsidiary of CalFed Inc. Robert Whitler has been named president and chief operating officer. Clarke will continue as chief investment officer for the company. He also continues as chief investment officer and managing director of the company’s institutional investment subsidiary, TSA Capital Management. Whitler previously was president and chief executive of First National Bank of Springfield, Ill.
