U.S. Ambassador Vernon A. Walters vowed to persuade the U.N. Human Rights Commission to vote for an investigation of human rights violations in Cuba by next March. The commission rejected the U.S. proposal by a 19-18 vote last year when India, Mexico, Argentina, Brazil and Venezuela “knuckled under in a most disgraceful way,” Walters said. The ambassador said he is confident that he can reverse the decision by keeping diplomatic pressure on these nations, along with congressional resolutions of support scheduled to be introduced today.
