Soviet First Deputy Foreign Minister Yuli M. Vorontsov is in Tehran on the third leg of his Persian Gulf peace mission. Vorontsov arrived from Kuwait after visiting Baghdad. He said that the Soviet Union is anxious to sound out the views of its neighbors on a U.N. Security Council resolution for a cease-fire in the seven-year-old Iran-Iraq War. Vorontsov said before leaving Kuwait that the U.N. cease-fire demand “must be implemented sooner or later†and called for an international force to separate the protagonists.
