Three men who identified themselves as Lebanese natives were charged with conspiring to smuggle explosives into the United States from Canada. The men were arrested in Richford, Vt., after authorities said they found bomb-making materials in a bag one of them was carrying across the border, federal prosecutors said. According to an affidavit in U.S. District Court in Burlington, the bag contained two pipe bombs, a detonation device, wire cutters, plastic gloves and a black nylon head mask.
