Panamanian police arrested at least 16 people, including nine U.S. servicemen and a U.S. employee of the Panama Canal, after President Eric A. Delvalle announced a crackdown on anti-government acts, officials said. The government-controlled tabloid Critica said the military personnel were among those arrested for participating in a protest organized by the opposition National Civic Crusade, during which trash and tires were burned on a downtown street. In Washington, the State Department denied that any of the Americans had been participating. The servicemen were reported to have been released.
