UNESCO leader Amadou Mahtar M’Bow won the first vote in his battle for a third term as director general of the Paris-based organization but failed to win a necessary majority of the agency’s 50-member executive board. M’Bow, of Senegal, received 18 votes while his main challenger, Pakistani Foreign Minister Sahabzada Yaqub Khan, received 16. Other candidates received between one and six votes. A second vote was planned today to decide on a candidate before the U.N. Educational, Scientific and Cultural Organization meets in November.
