The Canadian government introduced mandatory back-to-work legislation aimed at ending a four-day national strike by 48,000 rail workers after contract talks with a federal mediator broke down. Under the bill, an arbitrator would be asked to impose a settlement within 60 days. The bill was expected to pass through Parliament quickly, and the railways could be operating again by the weekend. Union members, faced with compulsory arbitration after 10 months of negotiations, said they plan demonstrations across the country.
