Information about AIDS will be mailed to every household in Massachusetts by the fall as part of a massive public education campaign to combat the deadly disease, Gov. Michael S. Dukakis said. The campaign also will include media advertising, distribution of a comprehensive teaching guide to high schools, and a policy encouraging “confidential, voluntary testing and counseling.” Dukakis, a Democratic presidential candidate, is opposed to mandatory testing for prisoners, drug abusers or prostitutes, but said mandatory testing would be appropriate for some immigrants.
