President Reagan signed into law a bill providing 92% of their usual subsidies to farmers who were prevented by last year’s floods and rains from planting this year’s wheat. Major recipients will be producers of about 4 million acres of winter wheat, mostly in Kansas, Oklahoma and Missouri. The new law also provides 92% of usual subsidies to grain and cotton producers subject to potential flooding this year caused by last year’s disaster.
