Jurors heard secretly recorded tapes of former Labor Secretary Raymond J. Donovan and his colleagues making construction business plans as Assistant Bronx Dist. Atty. Stephen Bookin labeled each deal “a sham†to defraud the government. The conversations, recorded with secret wire taps, were part of Bookin’s fifth day of summations in the trial of Donovan and seven others who are accused of fraud involving a phony minority subcontractor.
