A 15-year cable television franchise for South-Central Los Angeles was approved by the City Council. American Cablesystems of South Central Los Angeles Inc. must still submit legal and financial papers to the city before line construction can begin, possibly by the end of the year, said Bernard Evans, aide to Councilwoman Joan Milke Flores. The system would serve about 181,000 homes in the city.
