Gov. George Deukmejian appointed Martha Fallgatter, 39, of Bakersfield to the California State University Board of Trustees. Fallgatter is a consultant with the Hill-Knowlton public relations firm in Bakersfield. A Republican, her term expires March 1, 1995. Trustees oversee the operation of the 19-campus California State University system. The position requires Senate confirmation.
