Turkey plans to submit a formal request today for full membership in the 12-nation European Communities, according to the body’s chairman, Belgian Foreign Relations Minister Leo Tindemans. Turkey was made an associate member in the 1960s. European Communities foreign ministers are expected to discuss the request April 27, but final approval would take years to negotiate. Greece, an ancient enemy, flatly opposes Turkey’s membership, and other members reportedly are worried about the group’s ability to absorb such a large, underdeveloped nation.
