The Senate voted to open some of the 21,000 vacant and hard-to-sell houses owned by the Veterans Administration as shelters for homeless veterans and their families. The legislation, approved by voice vote without debate, was sent to the House for consideration. The bill would authorize the VA to transfer to veterans’ and other nonprofit groups at no or minimal cost the title to houses acquired by foreclosure that have been on the market for at least 12 months and are hard to sell.
