The Energy Department asked Congress to approve construction of a temporary site in Tennessee for the storage of highly radioactive nuclear wastes. The way was cleared for the long-stalled project when the Supreme Court refused to hear an appeal on a lower court ruling that lifted an injunction against construction of the facility. The proposal calls for construction of a “monitored retrievable storage facility†at the former Clinch River Breeder Reactor site at Oak Ridge, Tenn.
