The CIA is helping the contras with a plan to destroy dams, bridges, electrical substations, port facilities and other targets in Nicaragua this spring, the New York Times reported. It said the CIA is supplying the rebels with detailed maps and blueprints of some of the facilities, many of them built by the U.S. Corps of Engineers or other U.S. agencies before the 1979 Sandinista takeover. Destruction of the targets could disrupt daily life without harming civilians, U.S. officials told the newspaper.
