Congressman to Propose AIDS Testing for All

WASHINGTON — Rep. Dan Burton (R-Ind.) said Wednesday that he will propose legislation requiring every man, woman and child in the United States to undergo an annual blood test for AIDS.
Burton announced the proposal at a news conference where he said the measure was “the only rational way to deal with the AIDS epidemic.”
Burton said statistics show that 90% of people who carry the virus for acquired immune deficiency syndrome do not know it.
“Neither those who are spreading the disease nor those with whom they come in contact are aware that they have the virus,” Burton said. “We have to get a handle on who has it and inform those people they have to change their sexual habits so they don’t continue to infect the population.”
Burton’s proposal is at odds with the Centers for Disease Control, which has declined to recommend broad mandatory testing for AIDS.
