Artesia : Council OKs Funds Switch

The City Council has agreed to exchange $245,000 in Proposition A transit funds for nearly $135,000 in general revenue funds with Culver City.
Proposition A, which took effect in 1982, imposed a half-cent county sales tax to raise funds for transit projects.
The money, which is distributed by the Los Angeles County Transportation Commission, is divided among cities and county areas on a population basis, and can be used only for transit-related projects. However, the commission allows a city to exchange transit funds for general revenue funds at a rate of about 55 cents on the dollar.
Artesia, which has a population of 15,000, has limited used for the funds with only a small dial-a-ride program for senior citizens. Under provisions of the law, any Proposition A funds that are not used within three years are returned to the commission.
Unlike Proposition A, general funds can be used by a city for a wide variety of purposes.
The agreement with Culver City, which has a population of more than 40,000, must get final approval from the commission.
