Soviet Floods Displace 16,000

MOSCOW — More than 16,000 people have been evacuated from areas of Soviet Georgia because of floods and avalanches, the official Tass news agency said Tuesday. Dozens of people have been reported killed in the floods, which inundated wide regions of the republic after avalanches in the Caucasus Mountains killed about 30 people last month.
