About 20 million Ethiopians vote today on a new constitution which will make Ethiopia a People’s Democratic Republic on the traditional Marxist model. The provisional military government, in power since the overthrow of the monarchy in 1974, is billing the referendum as a turning point in the transformation of Ethiopia from pre-revolutionary feudalism to “democratic centralism” and popular participation in the Addis Ababa government.
