Haitian Intercept Policy Upheld

WASHINGTON — A federal appeals court today dismissed a challenge to a Reagan Administration program of intercepting boats carrying illegal Haitian aliens seeking asylum in the United States.
A three-judge panel of the U.S. Circuit Court of Appeals for the District of Columbia said the Haitian Refugee Center and two of its members did not have the power to sue on behalf of Haitian aliens. Since the program began, more than 78 boats carrying more than 1,800 Haitians have been stopped and turned back.
