Silent Emergency Needs Voicing

I agree with the general thrust of your editorial, “The Silent Emergency” (Dec. 21), but I think your accusation of congressional penny pinching is a bit overwrought. What are the facts?
Congress cut total foreign assistance by about $2 billion, compared to last year, to meet Gramm-Rudman deficit reduction targets. Yet UNICEF’s appropriation for 1987 is about the same as last year at $52 million. Furthermore, the Child Survival Fund, a separate account administered by the U.S. Agency for International Development, was raised to $75 million from about $36 million last year.
Almost all of California’s representatives co-sponsored an immunization bill which resulted in the larger CSF for 1987. They deserve to be acknowledged.
