Two retail clerks union locals have merged to form a unit that represents store employees in seven California counties. United Food and Commercial Workers Union Local 137 in Bakersfield joined Goleta-based Local 899 to form the new 10,000-member Local 1036. The reason for the merger was “the same thing that’s leading to corporate mergers--the need to become more efficient,” Mel Rubin, the new local’s president, said. The new local will represent workers in Ventura, Santa Barbara, San Luis Obispo, Kern, Inyo, Mono and northeastern Los Angeles counties.
