The Pentagon has recommended to President Reagan that, by the early 1990s, a second group of 50 MX missiles be stored on railroad cars ready to crisscross the country in time of war, Administration sources said. The first 50 MXs are to be installed in former Minuteman ICBM silos in Wyoming, which Congress fears would make them vulnerable to attack.
