Louisiana Gov. Edwin W. Edwards opened a special session of the Legislature, telling House and Senate members that the oil-depressed state’s $6-billion budget is “woefully out of balance.” Edwards is expected to request higher sales taxes and a state lottery. The decline in oil prices has virtually shut down the drilling industry, idling 12.9% of the state’s work force and decimating the state’s royalty revenues.
