Cuba’s Communist Party congress deliberated over a draft five-year program that attempts to deal with the nation’s flagging economy and urges efforts to rid the region of “U.S. domination.” In opening the session, President Fidel Castro told the 1,700 delegates that the party program cannot be achieved unless workers are cured of such “vices” as laziness and featherbedding. The congress opened last February, then adjourned for debate at local levels. Delegates are considering more than 8,000 amendments proposed at those local meetings.
