Donald A. Pelton, 52, senior executive vice president of Bank of the West, San Francisco, has been named a director of the firm and Don J. McGrath, 38, has been promoted to senior executive vice president and chief financial officer. Bank of the West is a subsidiary of Banque Nationale de Paris, Europe’s largest commercial bank.
