U.S., Soviets Set Extra Talks

MOSCOW — U.S. and Soviet envoys will meet in an extraordinary session Dec. 2-5 in Geneva to tackle arms control disputes that have embittered superpower relations since the Iceland summit, Viktor P. Karpov, the chief Soviet arms negotiator, said today.
Foreign Ministry spokesman Gennady Gerasimov, asked by reporters whether he considered the December talks distinct from the regular negotiating process at Geneva, replied: “You might call it a sixth and a half round.” Karpov said the special session was proposed by the Soviets and agreed to by Washington.
