Central Adjustment Bureau, a leading, national debt-collection company based in Dallas, was ordered to pay the civil penalty and to disclose to consumers that it will stop excessive demands for payments at their request, the Federal Trade Commission said. The commission charged the company with using abusive tactics against consumers in a case that was launched in 1980. Company officials said they had not yet received sufficient information from the courts to comment on the decision.
