The World : Aquino Unveils Land Plan
Philippine President Corazon Aquino unveiled a land distribution program for Negros Island, where widespread poverty and malnutrition have fueled a Communist insurgency. The island has been a rebel stronghold since the sugar industry, its main business, collapsed in recent years. Aquino said 24,700 acres of sugar land will be turned over to farmers, who will be encouraged to grow other crops. She made the announcement in Bacolod during the first stop in a two-day tour of central islands to begin her campaign for ratification of a new constitution in a Jan. 23 plebiscite.
