The House approved a bill that would establish a federal “no fault� compensation program for children injured as a result of routine, required vaccinations, but it would not take effect until Congress approves a new tax to finance it. The system, to be administered by the Department of Health and Human Services, would fix death benefits at $250,000 and limit awards for pain, suffering and emotional distress to $250,000, with adjustments for inflation. The bill, sponsored by Rep. Henry A. Waxman (D-Los Angeles) was approved by voice vote and sent to the Senate.
