Road Reopens: The 1100 block of Summit Drive, closed since the night of Oct. 4 when a broken water main caused a 20-foot section of pavement to collapse, has been reopened to traffic, authorities said Monday. Temporary repairs have provided two lanes for through traffic in the Arch Beach Heights neighborhood, said Terry Brandt, director of community services. Brandt said permanent restoration is expected to be finished in two to four months. Work on the cave-in was marred last Wednesday by the death of back-hoe operator Barney B. Wyatt, 40, of Trabuco Canyon, who was killed when his machine toppled on him.
