The promoter of “Eric D and Crew Monster Jam ‘86,” a Brooklyn, N.Y., “rap” music event at which four people were shot Saturday night, was charged with second-degree murder in the death of a 14-year-old music fan. The promoter, Eric Adams, 27, was charged in the death of David Drummonds, who was shot once in the head, said Officer Janice Swinney, police spokeswoman. Swinney said Adams, who was at the site for most of the concert, rushed onto a dance floor filled with about 500 teen-agers and began shooting.
