An armada of 50 boats carrying 1,100 people who are seeking a law exempting churches from punitive court damages set sail from San Francisco Bay for Sacramento and a direct appeal to state legislators. The protesters, most of them Church of Scientology members, marched from City Hall to San Francisco Bay and boarded the boats for the pilgrimage to the capital. The 135-mile trip up the Sacramento River, with an overnight stopover on Brannan Island, was to culminate at noon today at the Capitol with another rally.
