Six nations from five continents who seek an end to the arms race offered to provide an independent monitoring system for a U.S.-Soviet treaty banning all nuclear tests. “The protection of the planet is a matter for all the people who live on it,” said leaders from Mexico, Argentina, India, Sweden, Greece and Tanzania, meeting in Ixtapa, Mexico. Known as the Group of Six, the nations held their first meeting last year to promote disarmament.
