A report by a congressional delegation accused Chile of permitting human rights violations so severe that they justify cutting off international development bank loans. Rep. Bruce A. Morrison (D-Conn.), who led a delegation to Chile earlier this year, said the group received evidence of torture, imprisonment without charges, random killings and other rights violations. “Failure of the United States to oppose development bank loans to Chile is contrary to U.S. law and damaging to the interests of democracy in that country,†Morrison said. A subcommittee of the House Banking Committee is expected to start hearings today on the Chilean situation.
