A structural change in one of the world’s three major flu viruses may make the vaccine being manufactured for the fall and winter ineffective against the Russian flu, federal health officials said. The changed virus, called H1N1, already has caused influenza outbreaks in some parts of the tropics and in Hong Kong, Taiwan, Singapore and Malaysia. Dr. Karl Kappus of the Centers for Disease Control in Atlanta said an option being considered is whether a supplemental vaccine should be recommended and who should receive it.
