The House Foreign Affairs Committee voted 26 to 2 to increase this year’s aid to the Philippines by $250 million to help President Corazon Aquino combat economic problems and Communist insurgents. Rep. Stephen J. Solarz (D-N.Y.), chairman of the Asia subcommittee and sponsor of the increase, said the cash grant represents about one-fourth of the Philippines’ budget deficit and that he hopes it will encourage Japan and other countries to help cover the rest of the deficit. Congress has already appropriated $391 million in aid for the Philippines this year.
