Citing insufficient evidence, a judge in Santiago, Chile, freed 17 soldiers arrested in connection with the fatal burning of a Chilean-born permanent resident of Washington, D.C. Three officers and five noncommissoned officers remain in custody pending further investigation of the July 2 burning of Rodrigo Rojas, 19, and his companion, Carmen Quintana, 18. Quintana remains hospitalized in critical condition. The Chilean government has disputed reports that soldiers set the two teen-agers afire during an anti-government protest.
