Judge James F. Nelson, who recently presided over the preliminary hearing of accused Night Stalker Richard Ramirez, has been elected assistant presiding judge of Los Angeles Municipal Court. Nelson will fill the post vacated by Judge George W. Trammell, who became presiding judge when Judge Maxine F. Thomas was ousted in a recall vote last month. Nelson, the court’s presiding judge in 1981, will serve in his new post until the end of the year.
