A group of 32 San Bernardino homeowners won $4.09 million in damages from the City of San Bernardino and the San Bernardino County Flood Control District. The plaintiffs’ homes in the Hampshire Avenue subdivision were damaged by flood waters that sluiced down from the San Bernardino Mountains in 1980. A Superior Court jury found the city negligent in allowing the subdivision to be built in view of adverse reports concerning flood dangers, and the flood control district liable for allowing a flood-control basin across from the subdivision to fill with debris, causing it to overflow.
