The mayor of Albany, a San Francisco suburb, is hoping to convert the video recorder he won in a contest into a new city library. Mayor Henry Krause has no use for the machine since he is blind, so if at least 50 people donate $25 each for a new library he will give one of them the VCR. “We have to find creative ways to finance the things we need” because of federal cutbacks to cities, Krause said. “It’s like the state lottery. You’re buying a dream and making a donation.”
