The U.S. imposed quotas on certain steel imports.

The action affected semi-finished steel products from the Common Market, which immediately vowed retaliation in the latest round of their steel trade war. European External Trade Commissioner Willy de Clercq said that the U.S. decision to limit imports to 400,000 tons a year until 1989 was unjustified and that the Common Market would strike back soon against U.S. exports.
