Three Miami policemen charged with murder and a fourth with racketeering were part of an operation prosecutors call “The Enterprise,” which went beyond drug rip-offs, officials said. The officers started out taking small amounts of drugs from motorists pulled over for traffic violations. When they realized how easy it was, The Enterprise moved on to bigger things--like million-dollar cocaine deals, police said. Charged with the first-degree murder of three drug dealers were officers Armando Estrada, Armando Garcia and Roman Rodriguez. Officer Arturo de la Vega was charged with racketeering and cocaine trafficking.
