Bingo on Indian reservations is the wrong kind of tribal economic development because it does not encourage the work ethic, according to the new head of government programs for American Indians. “It tells you you don’t have to work; you can just get it by gambling,†Ross O. Swimmer, assistant secretary of the Interior for Indian affairs, said in an interview. The Interior Department estimates that Indian gambling operations, mostly bingo parlors, are a $100-million-a-year business.
